During his years of practice, Dr. Painter initiated the clinical research that led to the use of silicone rubber to replace latex rubber in the production of Foley catheters. Also, while continuing to practice, Dr. Painter was a Co-Founder of the following companies:
- Co-Founder and Senior Medical Consultant, Relative Value Studies, Inc., Editorial Company for Relative Values for Physicians, 1983
- Co-Founder and President, Physician Reimbursement Systems, Inc., 1989
- Co-Founder and President, PRS Urology Service Corporation Inc, 1996
He began consulting and lecturing on medical coding and billing and the business of medicine. Dr. Painter’s clients ranged from individual practices, large and small (hundreds to date), pharmaceutical and medical device companies, Specialty Societies, State Medical Societies and universities and colleges. Topics included:

- Best practices encompassing all elements of revenue cycle
- Time management relating to documentation and billing
- Health care reform
- The future of medicine
